Why teams are rebuilding their subconsultant lists

Pennsylvania's certified pool contracted by two-thirds under the federal rule change. And the proposed new goals put professional services, not construction, at the center of participation.

Firms certified in the PA UCP before October 20251,408
Firms reevaluated and eligible, September 2026478
Reduction in the certified directory66%

Proposed PennDOT goals, 2027–2029

The professional services goal is more than seven times the construction goal. Construction management and inspection sit on the professional services side.
